BOARD OF TRUSTEES MINUTES
March 12, 2009
Call to Order:
President Bill Poore called the meeting to order at 7:00 p.m. in the Library, 12501 S. 71st Avenue, Palos Heights, Illinois. Present were Trustees: Patricia Muller, Julie Lawler, Lois Stanciak, Marianne Orr, and Frank Petrosino. Trustee Diana Roscich arrived at 7:02 p.m. and Trustee Beverly Meyer arrived at 7:27 p.m. Also present were Administrative Librarian Elaine Savage and Administrative Assistant Terry Fleckenstein. Absent was Trustee: Beth Barista.
Welcome of Guests:
Katelyn Conerty, a Trinity college student and former library page, attended the meeting as part of the work on her senior project.
Minutes:
Trustee Poore requested that the minutes of the February 12 meeting be amended to reflect that in the section for City Hall Liaison, the PUD Commission passed the North Pointe project. Trustee Stanciak moved and Trustee Muller seconded a motion to approve the amended minutes of February 12, 2009. On a voice vote, the motion carried unanimously.
Additionally, Trustee Poore requested that a correction be made to the minutes of January 8, 2009 in the City Hall Liaison section to reflect that the Developer gave money to the City to compensate for lost sales tax revenue.
Treasurer’s Report:
Trustee Orr moved and Trustee Petrosino seconded a motion to approve the additional February bills in the amount of $52,526.70 for total February bills in the amount of $96,423.99. On a roll call vote, the motion carried unanimously. Trustee Muller moved and Trustee Roscich seconded a motion to approve March bills in the amount of $33,978.26. On a roll call vote, the motion carried unanimously.
President’s Report:
No report.
Librarian’s Report:
Administrative Librarian Savage presented her written report and advised that the Library has a new data base called Tutor.com and that a flyer promoting all the Library’s online databases is being sent to all the local schools. Circulation is up, the library provided more great programs for patrons, the City performed an energy audit at the Library, the staff had a successful In-service day, and a new page was hired and is a current Trinity college student. Kiwanis is donating a book a month to the library.
Correspondence:
A note from the Palos Heights Woman’s Club was received complimenting Administrative Librarian Savage on her recent talk.

Friends of the Library Liaison:
President Poore reported that the Friends are ordering book bags with the Library logo that will sell for $1.00 each. The Friends had a good meeting in March and as part of the meeting there was a presentation about the history of Palos Heights.
City Council Liaison:
President Poore reported that the Chamber expo will be held on May 2, 2009 at Trinity College and that the Library will staff a table at the event. City Council rezoned the “Basic property”/ North Pointe from B to P.U.D.

Old Business:
Alcove remodeling - Librarian Savage and Trustee Petrosino met with Lagestee-Mulder and signed an agreement to perform the remodeling work. The work will begin on March 13th. President Poore noted that the Friends have “no comment” on the new design.
New Business:
Gift Money Review - Administrative Librarian Savage presented a written report re: 2008 gifts to the Library.
The report was reviewed by the Board.
Technology Capital Plan-Phase I:
Administrative Librarian Savage reported that demand has greatly increased for computer usage by the library patrons. Librarian Savage requested permission to purchase 6 new laptop computers to meet the increased demand. The Board discussed the request and addressed several issues re: security and usage of the laptops. Trustee Meyer moved and Trustee Orr seconded a Motion to approve the request for a maximum disbursement of $6,000.00 to purchase 6 laptop computers for patron use and to require that at the end of the first 6 months of laptop usage a written report will be given to the Board by Administrative Librarian Savage detailing the actual usage of the laptops and any problems relating thereto. On a roll call vote, the motion carried unanimously.
PTAB appeals:
Administrative Librarian Savage advised that the library received a letter from attorneys’ Klein, Thorpe & Jenkins detailing their procedure for intervening in property tax appeals. The Board reviewed the letter and raised questions regarding its applicability to Palos Heights. No action was required by the Board.
Climate Survey:
Trustee Stanciak prepared a sample climate survey to be distributed to Library employees. President Poore suggested that Board members email comments and suggestions to the Personnel Committee and then the Personnel Committee can meet and put a final survey together to present to the Board at the next meeting.
Executive Session Minutes:
Trustee Petrosino moved and Trustee Stanciak seconded a motion to approve the Executive Session minutes from the February 12, 2009 meeting. On a voice vote, the motion carried unanimously.
Adjournment:
Trustee Stanciak moved and Trustee Meyer seconded a motion to adjourn. On a voice vote, the motion carried unanimously. The meeting adjourned at 8:18 p.m.
