Grandparents' Picnic
Children ages 2 to 6 (with an adult). Bring your favorite grandparents or senior friends for stories, crafts, food and fun! Parents are welcome too.

This program is great for parents who volunteered to be art smart experts at their child's school and don't know what to do next. Ms. Denise will show you how to find information and share some tips to help you have a successful demonstration.

BOARD OF TRUSTEES
MINUTES OF MEETING
June 12, 2003



CALL TO ORDER:
Vice-President John Eckman called the meeting to order at 7:05 p.m. in the Library, 12501 S. 71st Avenue, Palos Heights, Illinois. Present were: Trustees Beth Barista, Cal Bouma, Patricia Muller, Bill Poore and Diana Roscich, John Eckman, and Pat Eden. Also present was Administrative Librarian Elaine Savage. 

WELCOME OF GUESTS:
None.

MINUTES:
Trustee Poore moved, Trustee Bouma seconded, to approve the minutes of May 8th, 2003 meeting. On a voice vote the motion carried unanimously.

TREASURER'S REPORT:
Trustee Barista moved, Trustee Bouma seconded, to approve the May bills for a total of $32,954.49 and the June bill list for $17, 300.99. On a roll call vote the motion carried unanimously. Trustee Barista moved, Trustee Bouma seconded to pay construction bill of $78, 812.34. On a roll call vote the motion was passed unanimously.

PRESIDENT'S REPORT:
Deferred.

LIBRARIAN’S REPORT:
Elaine attended the Quarterly Administrative Meeting and reported the state wants the Suburban Library System to join the Chicago Public Library System. The Palos Lions Club Dinner will be held on June 18th. They have awarded the library $500. Library phone number will be changed for the temporary location to 371-6004.

CORRESPONDENCE:
The Board received a thank you not from Diana Roscich and a letter from the Palos Lions Club.

COMMITTEE REPORTS:
Budget & Finance:
None.

Policy:
Committee will discuss donations procedures.

Publicity:
Thank you’s will be sent to those who participated in the Groundbreaking ceremony. Posters are being put up for the Book Sale and Garage Sale (June 26-28).

Buildings & Grounds:
None.

Parking Lot & Building Expansion:
Under New Business.

Personnel:
None.

Friends of the Library Liaison:
None.

City Council Liaison:
None.

St. Alexander’s:
Groundbreaking has been changed from June to August 11, 2003.

OLD BUSINESS:
None.

NEW BUSINESS:
Bids for the enlargement of the meeting room were higher than expected, $110,000. Trustee Bouma moved, Trustee Eden seconded to accept the bid with no cuts (building as drawn) and work with architect on cost cuts and alternates. “Let’s Do It!!” On a roll call vote the motion passed unanimously. The committee will pursue any additional avenues for extra funding. Trustee Eden moved, Trustee Barista seconded to permit Building Committee to make decisions concerning construction between regular board meeting. Motion passed unanimously. Discussion was held as to who would sign the contract? Trustee Meyer or Trustee Eckman. Melka Landscaping suggested not trying to move plants to save them. Board members can take them and make a donation to the library. Trustee Bouma moved, Trustee Eden seconded to send a memo to the mayor concerning legal fees. Trustee Barista moved, Trustee Bouma seconded to authorize payment to Ottenhoff for annual audit in the amount of $2500. On a roll call vote the motion passed unanimously.

EXECUTIVE SESSION:
Trustee Eden moved, Trustee Roscich seconded to go into executive session at 8:32 p.m. to discuss building matters. On a voice vote the motion passed unanimously. Return to regular session at 9:03 p.m. The Board discussed possible litigation of TIF District and the legality of the city holding portions of impact fees. No action was taken.

ADJOURNMENT:
Trustee Poore moved, Trustee Bouma sconded to adjourn. On a voice vote the motion carried unanimously, and Vice President Eckman adjourned the meeting at 9:05 pm.

June 23, 2003


CALL TO ORDER:
President Beverly Meyer called the meeting to order at 9:00 a.m. in the temporary library, 6505 West 127th Street, Palos Height, Illinois. Present were Trustees: Beth Barista, Cal Bouma, Patricia Muller, John Eckman, Birgit LaMantia, and Pat Eden. Bill Poore arrived at 9:03. Diana Roscich was absent. Also present was Administrative Librarian Elaine Savage.

ACCEPTANCE OF CONSTUCTION BIDS:
Although a contractor’s certificate was not attached to one bid, it was supplied by fax within 12 minutes. The board is waiving this requirement as it “reserved the right to waive any informalities in the bidding deemed most advantageous” and accepting the bid from Nicholas & Associates. Trustee Eden moved and Trustee LaMantia seconded to accept the bid. On voice vote the motion passed unanimously.

Trustee Barista moved and Trustee Bouma seconded to have a lawyer state the legality of the situation in writing. On a voice vote the motion passed unanimously.

AWARD CONSTRUCTION CONTRACT:
Trustee LaMantia moved and Trustee Poore seconded to award the construction contract to Nicolas & Associates. Roll call vote – the motion passed unanimously.

Administrative Librarian Elaine Savage reported that there are some ceiling leaks at both locations. Also air conditioning problems need to be checked out. It was mentioned by the lawyer that construction change orders of $10,000 or more be approved by the full board, not just Building Committee.

It was decided by the board that a gift card be given to Randy Hoyt who reported the fire at the temporary location of the library and averted a more serious problem. All agreed.

Adjournment:
Trustee LaMantia moved and Trustee Barista seconded to adjourn at 9:15 a.m.
